JAMB fix Cut-Off Marks for Universities, Polytechnics, Colleges of Education

The Joint Admission and Matriculation Board, JAMB, has fixed minimum cut off marks for Nigeria’s tertiary institutions.
The minimum cut off marks for admissions into universities in Nigeria was set for 120, polytechnics and colleges of education pegged at 100, while that of innovative enterprising institutes was pegged at 110.
Institutions are, however, at liberty to raise their cut off marks for admission above the minimum set by JAMB.
Also, admissions into public degree awarding institutions for the 2017 UTME examination will end on January 15, 2018 while for private institutions, it ends on January 31, 2018.
Also, decisions on first choice candidates by universities will end on October 15, and second choice candidates will end on December 15; after which the remaining students will be available in the market place for other institutions till the January closing dates.
These decisions were taken at the 2017 Combined Policy Meetings on Admissions into Tertiary Institutions in Nigeria which ended on Tuesday.
The Registrar of JAMB, Ishaq Oloyede, said a Central Admission Processing System, CAPS, will be used to streamline admission processes among institutions, as it addresses challenges associated with the former approach.
Mr. Oloyede also said that Institutions could conduct dual mode system which involves both manual and the newly introduced CAPS.
He advocated a dynamic educational policy as related to admissions.
“All over the world, there is agitation for dynamic educational policy,” he said. “JAMB only admits for National Diploma, not Higher National Diploma; so why should we use the same requirement for ND and BSC, that is unreasonable parity.”
“We should not be sentimental in fixing our cut off mark; we need not over-dramatise issue of cut off mark.”
He said candidates’ applications to study agriculture was very low while applications to study medicine and health sciences increased.
Speaking on illegal admissions, he said the process is now automated because the Registrar of JAMB must approve all candidates.
“About 17,160 students were admitted without JAMB across institutions in Nigeria,” he said.
The Minister of Education, Adamu Adamu, also formerly announced a lift of the ban on the conduct of Post-UTME examination as a prerequisite for admission into tertiary institutions.
“Cancellation of Post- UTME is a mistake,” he said.
He noted that banning of post-UTME led to a lot of irregularities by candidates and some institutions.
The minister explained that with the lifting of the ban on the conduct of the examination, institutions are now at liberty to conduct, while adding that fee for the examination should not exceed N2000.
He explained that the 2016 admission process was a huge success, while expressing optimism that government is working assiduously to make that of 2017 better.
Mr. Adamu noted that government is also making efforts to expand access and ensure equality in the education sector.
He expressed optimism that a substantial number of candidates who sat for the 2017 UTME would gain admission into tertiary institution.
“Over 1.6 million candidates applied for degree courses, over 17,000 for ND as well as NCE,” he said.

News: FG shortlists 300,000 youths for capacity building in renewable energy, others


Nigeria’s youth unemployment, estimated at 40 million youths would soon drop as the Federal Government has short listed 300,000 youths for immediate training and engagement. 

The youths, drawn from the 36 States of the federation were short listed from a total of 2.5 million who applied for the programme this year. 

The Senior Special Adviser to the Presidency on Jobs Creation and Youths Empowerment, Afolabi Imokhuede, who confirmed the development, said the youths would be attached to reputable organisations with capacity to train them in areas such as renewable energy, oil and gas, construction and agriculture. 

According to him, the training would last for three months while attachment to organisations would last for about one year. 

He said that such organisations may grant some of them permanent employment, while others would have to form clusters to enable them offer professional services to operators in different sectors of the nation’s economy. 

The management of Lagos Deep Offshore Logistics Base (LADOL) also disclosed that it would assist to train and build the capacity of youths in many areas, including oil and gas, fabrication and welding. 

The company disclosed this when the United State Trade and Development Agency (USTDA) its premises noted that has commended the Lagos Deep Offshore Logistics Base (LADOL) as a safe haven for investment and having great capacity for job creation in the African sub-region. 

Investigations showed that the action of the government would go a long way towards complementing the efforts of the private sector to enhance capacity building and employment in the nation. 

It showed that many stakeholders have started to show interest in tackling the issues as a result of its negative impact on the nation’s economy.

Fix: Windows key and Cortana not working on Windows 10


So, if you have upgraded or installed the recent Windows 10 OS, you may have noticed some glitches on this OS. One of which for me is the frequent reboots which always reads "Your PC ran into a problem and needs to restart..." This can be so annoying. Although, I will not be talking about that issue today, the possible solution for that will be released in my later blog. And another glitch which I will be discussing is the one where the Windows Key, Cortana and all the Apps that came with Windows 10, just stops working.

Now, there is no doubt Windows 10 is the most coolest of the OS Windows have ever came up with, considering the Apps the OS comes with, but then this glitches will make you want to use hammer on your PC.

Recommended Fix Methods:

Method 1: Run Windows Update:
I will recommend this fix as the very first method to try out, this is because this fixed my PC after spending 8 hours trying other fixes.

How to run Windows Update: 
Go to your Desktop, look for an app "Windows 10 Upgrade Assistant". "Right-Click" and "Run as administrator". Follow the On-Screen Options till the process is complete. After Restart and Set-up, check you Windows Key and other Windows 10 Apps, this fixed it for me, but if not, then follow the next method.

Method 2: Deleting Dropbox
So many users reported that deleting Dropbox fixed the problem for them.

How to Delete Dropbox 
1. Press Windows Key + R and type appwiz.cpl. Press Enter run it.

2. Locate Dropbox on the list and choose Uninstall.
3. After Uninstalling Dropbox, restart your PC and check if the issue is resolved.

Job objective:
Reporting directly to Head of Donor Unit, the Economist (Donor Funds) has responsibility for assisting with the development of financial policies and the execution of these policies relating to the management of Donor funds. Principal Duties and Responsibilities:
  1. Ensure that all donor funds are recorded and reported on a timely basis in accordance with the extant donor agreements;

The Economist will be responsible for generating accurate, timely and complete financial information monthly/quarterly as required by the Financial Regulations and this would include the Balance Sheet, Income Statement, Key Performance Indicators Analysis, etc.

In addition, the Economist would spend time on the supervision of the work of his staff as well as providing guidance, and motivating and mentoring, which would be important to the success of this position.

Knowledge, skills and abilities required:
  1. At least a Bachelor’s degree in Economics (or equivalent academic qualification) with additional 5 years of relevant record of professional experience. Basic accounting knowledge will be an advantage.

  3. Excellent verbal and written communication skills (fluent) in one of the official languages of the ECOWAS Community (English, French and Portuguese). Good working knowledge of a second Community language will be an added advantage.

Job Objective:
Reporting directly to the Principal Accountant (Budget), the Economist has a responsibility for the execution of financial and budgeting policies and regulations in the area of Budget formulation, preparation, execution and monitoring for the ECOWAS Commission and Community.

Principal duties and responsibilities:
  1. Assist in the formulation, preparation, coordination, execution and monitoring of the Budget.
  2. Implement budgetary control procedures and ensure that expenditures approved for payment are properly committed in the Budget.
  3. Ensure that all commitments are properly coded and reconciled with the Accounting codes to identify all outstanding commitments for subsequent monitoring and implementation.
  4. Ensure that expenditures on any Budget Heads are checked and appropriate transfers are proposed within the limits allowed by the financial regulation as well as budget and expenditure reviews.
  5. Prepare quarterly budgetary control reports including budget versus actual analysis.
  6. Liaise with respective departments & directorates in providing information on the level of budget implementation.
  7. Prepares comparative analyses of operating programs by analyzing costs in relation to services performed during previous fiscal years and submits recommendations for budget revisions.
  8. Assist in the development and implementation of the strategy of the Finance Department.
  9. Participate in meetings on behalf of the Finance Department to provide substantive expertise on budgetary issues.
  10. Participate in resources mobilization endeavour.
  11. Perform other related duties as required.The Economist will be responsible for generating accurate, timely and complete Budget information reports each month/quarter as required by the Financial Regulations highlighting variances as well as providing explanations for these variances.Revenue and expenditure forecasting will be a core competence for this task.
  12. In addition, the Economist would spend time supervising the work of his staff, including providing solutions to expenditure processing problems as they arise from time to time. Providing guidance, motivating and mentoring of staff would be important to the success of this position.
  13. He/She will play an active role both in reserve mobilization and utilization.
General description:
A major responsibility of this position is the performing or managing of daily, weekly, and monthly Budget activities that are required for the proper review, approval and payment of expenditures and other commitments of the ECOWAS Commission.

Accountant (Treasury Management) at ECOWAS

Job objective:
Reporting directly to the Principal Accountant (Cash & Banks), the Accountant, Treasury Management has responsibility for an efficient and effective management of the Commission’s funds. He should ensure that the Commission’s funds are managed and disbursed in accordance with the Financial Regulation of the ECOWAS Commission.

Principal Duties and Responsibilities:
  1. Supervise the Treasury section and ensure that principles of management and safeguard of funds in the custody of the Commission are carried out in accordance with the Financial Regulations;
  2. Implement Accounting Policies and plans that ensure accounting practice in operation responds to adequate control over cash management of the organization;
  3. Oversee the preparation of Cash Flow statements to determine periodically, the net cash position of the Commission;
  4. Provides cash management and investment skills to help increase short-term and long- term financial value of the Commissions’ funds;
  5. Supervise, check and certify the accuracy of Bank reconciliation statements for all the Bank accounts of the Commission and ensure that they are safely filed for both the Internal and External Auditors;
  6. Liaise with the Banks and monitor, evaluate, investigate and document everyday financial transactions, and promptly resolve any errors or misstatements found on the Bank statements;
  7. Oversee the operation of the Treasury Unit and make proposals on the best form of investment for surplus funds at the level of the Commission;
  8. Supervise and ensure that staff working on bank reconciliations are provided with all the logistics necessary to achieve the objective;
  9. Take steps to propose changes or improvements to existing financial controls, financial and management reports that would enhance the treasury management system. Partner periodically with the accounting, audit and investment analysis staff to ensure that controls and internal procedures in treasury systems are adequate and operational;
  10. Monitor bank charges and income on investments and ensure that these are accurately reflected in the Accounts of the Commission;
  11. Carry out periodic surveys and recurrent review of bank charges and interest rates on investments;
  12. Represent the Finance Department at inter-departmental and inter-institutional meetings during the absence of the Director of Finance or as and when delegated;
  13. Perform other related duties as required.General description: A major responsibility of this position is spent in analysing finances of the Commission and proposing strategies for cost reduction. The Accountant (Treasury Management) oversees the organization’s investments. He also oversees financial operations such as lease financing if any, which includes analysing bid proposals, negotiating bid terms and determining how payments will work.Knowledge, skills and abilities required:
  14. In addition, the incumbent would spend time on the supervision of the work of his/her staff including providing solutions to cash management problems and other treasury problems as they arise from time to time. Providing guidance, motivating and mentoring staff would be important to the success of this position.
Knowledge, skills and abilities required:
  1. Bachelor’s degree in Accounting (or equivalent qualification) with additional 5 years of relevant record of professional experience. Being a professional accountant (CPA, ACCA, CIMA, CA etc.) will be an added advantage.

Job Objective:
Reporting directly to the Senior Accountant (Receivables), the Accountant has a responsibility for the execution of financial policies and regulations relating to the recording of amounts due to the Commission and to follow up and regularize any advances due from staff and other debtors. The incumbent will be required to ensure all ledger reconciliations and maintain an up to date record of all accounts.

Principal Duties and Responsibilities:
  1. Supervise and produce the requisite monthly, quarterly and annual statements of all receivables due to the ECOWAS Commission;
  2. Follow up on staff and other debtor ledgers with a view to collecting and regularizing all amounts due to the ECOWAS;
  3. Supervise and review posting of transactions into the accounting software;
  4. Liaise with staff and other debtors to ensure that all outstanding amounts are settled promptly on their due dates;
  5. Ensure efficient and effective functioning and maintenance of the accounting software.
  6. Check and certify the accuracy of the receivable ledgers and ensure reconciliation from any discrepancies observed;
  7. Supervise subordinate staff working on reconciliation statements and ensure that they are provided with all the logistics needed for the proper accomplishment of the job;
  8. Perform other related duties as required;

General Description:
A major responsibility of this position is performing and managing the daily, weekly and monthly financial activities that are required for the proper preparation of financial statements.

The Accountant will be responsible for generating accurate, timely and complete financial statements on receivables in accordance with the Financial Regulations.

In addition, the accountant would spend time on the supervision of the work of his/her subordinates including providing solutions on regularisation of advances and recovery of amounts due from debtors. Providing guidance and motivating and mentoring staff would be important to the success of this position.

Knowledge, skills and abilities required:
  1. Bachelor’s degree in Accounting (or equivalent qualification) with additional 5 years of relevant record of professional experience. Being a professional accountant (CPA, ACCA, CIMA, CA etc.) will be an added advantage.
  2. A higher degree will reduce the number of years of experience to three (3);
  3. Excellent verbal and written communication skills (fluent) in one of the official languages of the ECOWAS Community (English, French and Portuguese). Good working knowledge of a second Community language will be an added advantage.
  4. Excellent knowledge of financial accounting principles and concepts including the International Public Sector Accounting Standards (IPSAS).       Experience with EU Pillar Assessment on Internal Control and Accounting will be an added advantage.
  5. Good knowledge of general aspects of financial management software and of at least one ERP software. Previous specific experience with SAP will be an asset.

Reporting directly to the Principal Accountant (Reporting & Reconciliation), the Accountant has a responsibility for the execution of financial policies and regulations in the area of production of financial statements including Income & Expenditure statements, Balance Sheet and other reports as may be required by management. Ensure all ledger reconciliations and maintain an up to date record of all accounts.

Principal Duties and Responsibilities:

  1. Supervise and produce the requisite monthly, quarterly and annual financial statements with related notes;
  2. Supervise an up to date reconciliation of all ledgers so as to ensure the validity of financial statements in accordance with extant regulations;
  3. Supervise and review posting of transactions into the accounting software;
  4. Ensure efficient and effective functioning and maintenance of the accounting software;
  5. Liaise with the banks to provide weekly and monthly bank statements for all the bank accounts and ensure prompt update and reconciliation of each bank account;
  6. Check and certify the correctness of the bank reconciliation statements and ensure that they are filed safely for the review of both internal and external auditors;
  7. Liaise with the bank for any errors or misstatements found on the bank statements;
  8. Supervise staff working on reconciliation statements and ensure that they are provided with all the logistics needed for the proper accomplishment of the job;
  9. Ensure that guidelines and policies for cash operations are adequate and effective, and that such policies prevent significant errors in cash management;
  10. Provide reports on all dormant accounts and ensure prompt action is taken on them;
  11. Perform other related duties as required.
